Mizzix of the izmagnus and desperate ritual splice cost

What is the interaction between Mizzix of the Izmagnus and Desperate Ritual's splice cost?

Say I have 5 counters on Mizzix of the Izmagnus and I want to cast and buy back Fanning the Flames (2 red, 4 colorless for 1 damage), while casting I use the splice from Desperate Ritual (1 red, 1 colorless) to add 3 red to my mana pool. How does this play out?

A) Pay desperate rituals 1 colorless with Mizzix, resulting in an infinite combo of casting and buying back fanning the flames and splicing desperate ritual, then spending desperate rituals 3 red mana to cast it all again.

or

B) Mizzix can not pay the colorless for desperate ritual and I end up with a repeatable combo for as long as I can cover the 1 colorless from another source.

or

C) Other

C) Other. You cannot splice Desperate Ritual onto Fanning the Flames.

The splice ability on Desperate Ritual only allows you to splice it onto an arcane spell. An arcane spell is a spell that has the Arcane subtype. Examples of cards with the arcane subtype are Goryo's Vengeance or Nourishing Shoal. Since Fanning the Flames does not have the arcane subtype, you cannot splice Desperate Ritual onto it.

Also, as it appears I did not address the main question:

Mizzix of the Izmagnus does not give you mana. It just reduces the casting cost of instants and sorceries you cast.

Splice onto Arcane is a static ability that adds the splice cost to the cost of the spell on the stack. You are not casting the spliced card. This means that the mana reduction can count towards a splice cost, but if the mana reduction has already been "used up" by the spell on the stack, you do not get another reduction for the card you want to splice.

702.46a Splice is a static ability that functions while a card is in your hand. “Splice onto [quality] [cost]” means “You may reveal this card from your hand as you cast a [quality] spell. If you do, that spell gains the text of this card’s rules text and you pay [cost] as an additional cost to cast that spell.” Paying a card’s splice cost follows the rules for paying additional costs in rules 601.2b and 601.2f–h.
