I use a Mindslaver and force my opponent to cast a bunch of pacts such as Summoner's Pact. If I use a second Mindslaver on my next turn, can I refuse to pay the upkeep cost on his turn?

I looked it up. You are required to pay the costs only if you have sufficient mana in your mana pool when the ability triggers. However, you can choose not to put mana into the mana pool.

Yes. While it's worded so that the payment is mandatory, there is nothing compelling the player to add mana to their mana pool to pay it. Simply don't add the mana to their mana pool and let the trigger resolve.
