Melira, Sylvok Outcast + persist

I think there is a rule that if you cancel out part of an effect the whole effect is void. So if I use Melira, Sylvok Outcast to stop the -1-1 counter on Safehold Elite it won't be returned to play with persist.

I don't know what rule you're talking about. Could you explain the context of this impression or why you think that is?

Melira, Sylvok Outcast works with persist, and it's actually the cornerstone of a persist combo deck for this very reason. The "return to battlefield" portion of persist is in no way dependent upon the -1/-1 counter being placed on the creature.

I really couldn't explain. Just a vague memory from somewhere that stopping any part of an effect stopped the whole thing. Might even have been a different game, but glad I was wrong.

The closest thing I could think of is targeting. If a spell or ability has targets, but all of its targets are illegal when it would resolve, then it is countered by the game rules. Otherwise, it resolves and does as much as it can (it can't force illegal targets to do anything).
