Melek and Wheel of Fate

If I have Melek, Izzet Paragon out and on top there is a Wheel of Fate, can I cast it and if I do, to I pay nothing or pay the suspend cost? Or Does it act like Cascade's with these cards?

You won't be able to cast the Wheel of Fate, or suspend it.

You can only suspend a card if it's being cast from your hand ("702.61 Suspend: ...If you could begin to cast this card by putting it onto the stack from your hand, you may pay [cost] and exile it with Ntime counters on it. This action doesnt use the stack,). The Wheel of Fate is still in your library.

Also you can't cast it like a regular spell since it doesn't have a mana cost. It's designed specifically so you have to cast it via Suspend, unless you can find another way to cast it like Fist of Suns.
