Library of Leng cost Vs effect?

Hi, the rules text of Library of Leng on MTG say that if the discard is part of a cost you can't use the ability of Leng, only when it's an effect being applied to you. So does this mean Queen Kayla bin-Kroog works as the cost is 4 and tap. Whereas Gix, Yawgmoth Praetor wouldn't work as discarding cards is part of the costs of his ability?

That is correct. Costs of activating abilities are before the colon in an activated ability, effects are what is after it.

Costs beyond the mana cost of casting a spell are written in the first paragraph of the Oracle text and begin with the words "As an additional cost to cast". Effects are what happens when the spell resolves.
