Leylines in opening hands

Is it possible for someone to Commandeer one of the Leylines, Leyline of the Void for example, if it is in someone's opening hand by exiling two blue cards? If so when would I do so and why can I do it?

No, it is not possible to Commandeer a Leyline from an opening hand. It is placed on the battlefield before the game begins and as such no spells can be cast before it is a permanent on the field.
