Tainted Remedy has a replacement effect (has "as/with/instead" etc. somewhere in the text), not a triggered ability (starts with "when/whenever/at"), which can be an important difference in many situations, but in this situation it doesn't matter as much.
Leyline of Punishment's effect means that life-gain events can simply never happen. As such, if one is on the battlefield then there won't be any life-gain events for Tainted Remedy's effect to be applied to.
