how does level up cards work when outside of the battlefield? which stats do they use? for example, can Alesha, Who Smiles at Death bring back Guul Draz Assassin?

Off the battlefield they have no counters and their P/T will be whatever is in the top box. In your specific example, yes, Alesha could reanimate Guul Draz Assassin.
