Legendary Rule

So I was just wondering, could you have Obzedat, Ghost Council
and Ghost Council of Orzhova
out on the field at the same time? Like the reason behind the Legendary rule is so no two of a unique thing can be out at the same time, but these two cards represent the same character lore wise. This is also true to Teysa, Envoy of Ghosts
and Teysa, Orzhov Scion
and a lot of other R:CoG/RTR legendary creatures.

For reference, lore has nothing to do with rules when you get to the execution process. Can you imagine forcing every player to memorize the storyline so as not to kill Crovax, Ascendant Hero with Crovax the Cursed or Ascendant Evincar ? Or Akroma, Angel of Wrath , Phage the Untouchable , and Karona, False God ? (Or Akroma, Angel of Fury if we're going down the alternate timelines rabbit hole?)
Most of the time, you can figure out the intent of a rule by thinking about its applications and how it would logically be applied to the game.

You may. Legendary creatures must have the exact same name to invoke the legendary uniqueness rule.
Note that this is different from the Planeswalker uniqueness rule, which counts on planeswalker subtype. You can't have Liliana of the Veil and Liliana of the Dark Realms out because they share the same subtype "Liliana".
