Lazav, the Multifarious & Timestream Navigator

Working on a EDH brew with Lazav, the Multifarious as the commander and was curious on his interaction with Timestream Navigator.

Assume I have Lazav, the Multifarious as a copy of Timestream Navigator and the city's blessing active.

If I activate Timestream Navigator's ability, which requires it to be put on the bottom of it's owner's library, and choose to instead put him back in the command zone, do I still get to take the extra turn?

Yes, that works. If some part of the result of paying a cost gets replaced by a different event, it still counts. It doesn't cause the game to go back and cancel out the fact that you paid the cost.

Think about it this way with a more "normal" example: the usual result of sacrificing a creature is putting it into the graveyard. If there's something like Leyline of the Void causing cards to go to exile instead of the graveyard, it doesn't mean activated abilities with "sacrifice (this)" in the cost stop working. It just means the card goes to exile after the cost is paid.

I suspected as much but couldn't find anything specific to this combo so figured I would confirm before bringing it to EDH night.
