Karn liberated rulings.

I have Karn Liberated on the field, (let's say it's at 22 loyalty points), and it gets hit with a Dreadbore, and goes to my graveyard.

If I recast Karn Liberated a couple turns later, will the cards I had already exiled still count towards it's -14 ability?

Or will Karn Liberated's ability only affect cards exiled after it's been recasted the second time.

The latter.

Karn Liberated has what are called "linked abilities." These abilities reference the effects of the other, related abilities.

The linked abilities are all tied to the specific instance of Karn Liberated. If Karn Liberated changes zones, it becomes a new object and its abilities stop tracking the exiled cards. You basically reset the exile pool for Karn Liberated's last ability.

Similarly, one Karn Liberated won't track cards exiled by another Karn Liberated, even if they're controlled by the same player.

No, when an object references itself by name it means "This object" and not another object with the same name. If you cast a new Karn (or the same card again) it is a new object and won't see the cards exiled by the old Karn.

When a card uses its own name in its rules text it means "this object, right here", not anything with the same name. Only the cards exiled with the 2nd Karn will begin the restarted game on the battlefield if you use its -14. The cards exiled by the 1st Karn will be shuffled into their owners' libraries while you're restarting the game.
