Isochron & Twinning Staff

Does activating Isochron Scepter trigger Twinning Staffs first ability. Been debating with a friend and I feel like it doesn't because the card that is being copied isn't a spell when it's copied. So?
So does this mean that Isochron Scepter also would not trigger Guttersnipe or Talrand, Sky Summoner?

Isochron Scepter will trigger Guttersnipe and Talrand, Sky Summoner. Isochron Scepter casts the copied card from exile. Guttersnipe and Talrand, Sky Summoner will only trigger when an instant or sorcery is cast.

You are correct in your assumption. Because Isochron Scepter copies the exiled card and casts the copy, it is not the same as copying a spell. Thus Twinning Staff does not trigger.
According to Gatherer for Twinning Staff:
4/17/2020: If an effect copies a card rather than a spell (such as that of God-Eternal Kefnet), this doesn’t cause an additional copy to be created.
To be perfectly clear about why this is, a spell is only a spell when it is on the stack. Isochron Scepter creates a copy of the imprinted card in exile (thus it's not a spell) and casts the copy.
