Is Rakdos, Lord of Riots creature cost reducer a forced ability?

I want to cast Ulamog, the Ceaseless Hunger and I can cast him 0 from Rakdos, Lord of Riots second abilty. But my opponent has a Void Mirror , can I spend one mana to cast Ulamog to circumvent the Void Mirror ?

In this case, you can't spend any mana. The cost to cast Ulamog is , minus from Rakdos, Lord of Riots , so the final amount is . You can't pay more mana than a spell costs, so there's no getting around Void Mirror . This would also apply if you had something that let you cast Ulamog "without paying its mana cost." You can tap for mana whenever you feel like it, but you can't just spend it without a cost to pay.

Your only way around Void Mirror in this case is to deal 8 or 9 damage and then cast Ulamog cheap.

If you were casting something like Blasphemous Act or Kozilek, the Great Distortion , it wouldn't be a problem because Rakdos only reduces generic mana in costs.
