Is Makeshift Mannequin good in a Sliver deck?

If I have a mannequin counter on a sliver from Makeshift Mannequin and I cast another sliver into play, does the first sliver with the counter die?

A spell or ability only targets if it specifically uses the word "target", either in its rules text or packed inside the full rules text of a keyword ability (examples of that last one: the "Equip" ability on equipment, the "Enchant NN" ability on Aura spells). If you bring back Galerider Sliver with Makeshift Mannequin and then play Blur Sliver , the Galerider is fine. Nothing about Blur Sliver's ability targets.
Even if part of a Sliver's ability does target, it doesn't target until it's actually used. For example, simply playing Magma Sliver doesn't do anything to the Makeshift Galerider, but trying to use the activated ability to target Galerider will end up killing it.
