Is Jushi Apprentice a legal commander?

Jushi Apprentice cannot be cast as a legendary creature, but when he flips he is one.

Can he be used as a commander?

Not if you follow the official rules. Your commander has to be a legendary creature card in its default state (unflipped front side).

However, Commander is a very casual/social format. If you want to run him, talk to your playgroup. And have another legal commander in the deck for when you play with playgroups that don't OK Jushi Apprentice.
