Is being exiled the same as dying?

An opponent played Chained to the Rocks and exiled my Ashen Rider . Do i get to exile something now that ashen rider is "dead"?

Short version, No.

I cannot cite the rule #, but dying implies going to the graveyard, which is a different zone than exile.

Dying doesn't "imply" going to the graveyard. The very definition of "dies" is "goes to the graveyard from the battlefield". Ashen Rider didn't die in your example.
