Interactions with Circle of Flame Turn to Frog

How does this interact when i have something has a static(?) effect like say the Spear of Heliod or Obelisk of Urd example. If i have out three soldier tokens and the obelisk with soldiers named as the creature type.(3-3/3s) and i attack into a Circle of Flame then my opponent plays a Turn to Frog or Polymorphist's Jest does the added +/+ still apply?

Yes. They will be turned to 1/1 Frogs, then the static buffs will apply. However, if you have Obelisk of Urd out naming Soldiers, the new Frogs will lose the buff because they are Frogs until end of turn, not Soldiers.

The static effect is still in place. The new wording on cards like Turn to Frog using the phrase "base power and toughness" is an easy way to check this. The one damage from Circle of Flame will be marked on each attacking creature no matter when the opponent casts their spell.

Important note: the two cards you listed would have different results here. Because Obelisk of Urd is naming soldiers, the attacking creatures would no longer get the bonus and they would die to Circle of Flame The static effect is still active, but the creatures no longer qualify. If you had Spear of Heliod instead, the attacking creatures would be 2/2 blue Frogs with one damage marked on them.

Yeah i realized how badly i worded that question. Thank you for the answers though they were both really helpful. I am also curious as to how it interacts with creatures with counter on them. Would that remain a buff to be checked for after the turn to frog or jest is played? leaving me 1/1/ frogs with x counters?

Counters, static abilities, enchantments, and equipment will all still apply their buffs to creatures even after they have had their power/toughness changed. They changed oracle text of things that change P/T to say "base P/T" to try to make this more clear.

The counters work similarly to the static buff. Three 1/1 frogs with a +1/+1 each are 2/2 creatures. Having their type changed to frog would not strip them of the counters in the case of Turn to Frog , though something that actually destroys them like Pongify would also eliminate things like counters.
