Imperious perfect and heritage Druid

If you have a Heritage Druid in play and you have Imperious Perfect and exactly 2 other untapped elves in play, can you tap all three and generate an elf on the stack?

It's not clear what you mean by "generate an elf on the stack", but I'm going to assume it's "activate Imperious Perfect's ability to make an Elf token". Exactly how many elves are in your example is also unclear.

The current description makes it sound like there are 4 untapped elves: Heritage Druid, Imperious Perfect, and 2 others. If so then yes, you can tap the Druid and the 2 other elves to make , then use of that to activate the Perfect.

If there are actually only 3 elves in your example then the answer is no. Tapping is part of the cost to activate the ability of both Druid and Perfect, and you can't tap Perfect just once to pay the cost for 2 different abilities.
