I'm having trouble understanding these card effects...?

War's Toll + Rising Waters + Prophet of Kruphix will i be able to untap my lands on other player's untap steps? Thank you!

Yes, you would. Rising Waters only stops players from untapping lands during their own untap steps; since Prophet lets you untap your lands during other players' untap steps, Rising Waters has no effect on those untaps.

Do remember that if you have tapped lands during your own untap step Rising Waters will still apply to them.
