If you Exile Hangarback Walker do Thopters get made?

My Opponent hits me with a Hangarback Walker that has 13 +1/+1 counters on it.

I play Devouring Light on the Walker.

Do 13 Thopters get made?

No, it does not die (put into the graveyard from the battlefield), so no thopters are made.
