If I have goreclaw out and attempt to play ancient ooze will the ooze get the mana reduction from goreclaw

I was looking for 7 drops to play on turn 4 or 5 with goreclaw out for an edh deck I'm working on

Yes, this will work.

Ancient Ooze 's ability is a "Characteristic-defining ability" (Rule 604.3):

Some static abilities are characteristic-defining abilities. A characteristic-defining ability conveys information about an object's characteristics that would normally be found elsewhere on that object (such as in its mana cost, type line, or power/toughness box) or overrides information found elsewhere on that object. Characteristic-defining abilities function in all zones. They also function outside the game.

The red part is the most relevant portion here--the characteristic-defining ability of Ancient Ooze functions in all zones. Since Goreclaw, Terror of Qal Sisma has a converted mana cost of 4, Ancient Ooze will always be at least a 4/4 if you're attempting to cast it while Goreclaw is in play.
