If i force my opponent to attack, and i have a Norn's Annex, is he forced to pay the cost with life if he doesnt have white mana?

Say i use Goblin Diplomats.

Also, if a creature has a tap ability, and i force it to attack, can he tap to activate its ability and prevent the attack, since now it is tapped?

they can choose not to attack because its predicated on whether they choose to pay the attacking cost or not. the Goblin and cards like it only makes them attack if able, if they choose not to pay the cost of Annex, then the creatures arent able to attack. the answer is also right in the Gatherer for the card:

"If you control Norns Annex, your opponents can choose not to attack with a creature with an ability that says it must attack."

Goblin Diplomats specifically says they attack if able. Players can not be forced into paying optional costs. If they decide not to pay for the creatures to swing through Norn's Annex then those creatures are unable to attack. Your opponents also wouldn't have to activate Boros Guildmage to give their creatures haste to make them able to attack. Likewise Goblin Diplomats does not restrict the use of tap abilities. So if a creature is tapped pre-combat for any reason it is unable to attack.
