If a creature is in the command zone does the persistent effects still apply?

Example is the new card Firesong and Sunspeaker it has text that reads "Red instant and sorcery spells you control have lifelink.Whenever a white instant or sorcery spell causes you to gain life, Firesong and Sunspeaker deals 3 damage to target creature or player."

My question is, does this effect apply while this card is in the Command Zone, or only once it is on the battlefield? I've never played EDH and am wanting to get into it (& Brawl), so I want to be sure I know the rules before I get goin on it. Thanks!

The effect will only apply when the creature is on the battlefield, unless specifically stated.

There are five commanders where their ability affects the game even while in the command zone. They are Oloro, Ageless Ascetic and the four commanders with Eminence.
