How to check conditions for "Whenever attacks" triggers when static abilites are involved?

If a continuous effect generated by a static ability affects a creature while it is attacking/blocking, do you take it in into account when you check for triggers that state "whenever attacks/blocks"?

If I control Stonebrow, Krosan Hero and Neck Breaker. Will Stonebrow trigger if I attack with Neck Breaker?

My intuition tells me it wouldn't trigger because what you declared to attack didnt have trample, but if it works the same way as the "enters the battlefield" triggers, then it would.
