How many permanents does Kiora Bests the Sea God affect with its second lore?

I can see this one going either way, but does the second lore ability of Kiora Bests the Sea God force all of target opponents' nonland permanents to not untap during their next untap phase, or only the permanents it tapped...? Like if half of my opponent's creatures were already tapped when the second lore triggered, do they untap as normal, or are they included in not being able to untap? My gut says it won't matter if they were already tapped, because "they" should be referring to all of their permanents, whether they were tapped or not. But I feel like I need clarity for my playgroup... I can see this coming up.

From Kiora Bests the Sea God 's Gatherer page:
1/24/2020 Nonland permanents target opponent controls that are already tapped when the second chapter ability resolves won’t be tapped again, but they won’t untap during their controller’s next untap step.
1/24/2020 Any nonland permanents that come under the target player’s control after the second chapter ability resolves will untap as normal.

"They" is referencing back to "all non-land permanents target opponent controls". None of their non-land permanents will untap on their untap step.

Sorry, "they" would be referring to all of their nonland permanents...
