How exactly does Zevlor work?

I personally feel like Zevlor is worded poorly. Let's say I'm playing a Zevlor, Elturel Exile deck and activate him after casting a kill spell (for example, Murder). Would that basically turn it into a discount boardwipe like Damnation, or can it only kill 3 creatures?

You copy the spell for each opponent, not for each permanent. Assuming you are in a 4 player free-for-all game you will have the original Murder and 2 copies, each of which must target a creature controlled by a different opponent.

Side note: Because Zevlor says it triggers "when you next cast...", you need to activate the ability before casting the spell you want to copy. If you wait until after you've already cast the spell and put it onto the stack (even if it hasn't started resolving yet) then it's too late.
