You get to choose the order of the triggers because they're trying to go onto the stack at the same time.
When a triggered ability triggers, the game will put it onto the stack the next time a player gets priority. In the declare attackers step, you get priority after you're finished performing the turn-based action of declaring attackers. This means that even though Celebrant's ability triggers while you're declaring attackers and Drakuseth's triggers after you're done, the game puts them onto the stack at the same time. Since you control them both, you get to choose the order they actually go onto the stack.

You can use double square brackets around a card's name to create a reference link/pop-up: Combat Celebrant, Drakuseth, Maw of Flames
