How does the card full flowering work?

I had a discussion with one of my friends and I wanted to check on the ruling on full flowering where it says XXgreen populate X times Paying 3 mana how many times do you populate? Do you populate 2 times? Or just once

Use double square brackets around a card's name to create a reference link: Full Flowering. It's the easiest way to make sure everyone understands what's going on in your question.
For your specific example of paying 3 mana, that means X=1 (++) so you only populate once.
The value of X is the same everywhere it appears on the card. If X is in the cost of a spell, then you figure out the value of X first before calculating the total casting cost. If you want X=2 for Full Flowering then the total cost will be 5 mana (++), if you want X=3 then the total cost will be 7 mana, etc.
