How does Norin the Wary interact with Electropotence and other enchantments?

I'm looking into a Norin the Wary EDH deck and had a few question about how the stack would play out with Electropotence and things like In the Web of War.

It's my understanding that when multiple triggers happen simultaneously I get to choose the order they go on the stack, and also that abilities check values on activation and then again on resolution. So if Electropotence and In the Web of War are on the battlefield when Norin enters is it possible to have Web's trigger resolve before Electropotence and then have Norin's power effectively be 3 instead of 1?

Yes, you can order the triggers that way. Also note that Norn is a 2/1, not a 1/1, so he would be doing 4 damage instead of 2.

405.3 If an effect puts two or more objects on the stack at the same time, those controlled by the active player are put on lowest, followed by each other player's objects in APNAP order (see rule 101.4). If a player controls more than one of these objects, that player chooses their relative order on the stack.

@FancyTuesday: 405.3 refers to spells and abilities that cause you to cast spells or copy spells or abilities (e.g. things like Epic Experiment).

The relevant rule is 603.3b, which describes the process for handling multiple triggered abilities.

603.3b If multiple abilities have triggered since the last time a player received priority, each player, in APNAP order, puts triggered abilities he or she controls on the stack in any order he or she chooses. (See rule 101.4.) Then the game once again checks for and resolves state-based actions until none are performed, then abilities that triggered during this process go on the stack. This process repeats until no new state-based actions are performed and no abilities trigger. Then the appropriate player gets priority.

Thanks for the clarification. I thought the "If an effect..." line and referencing to "objects" were a bit spotty for this case.
