how does disrupting shoal work exactly?

just need to clear up how Disrupting Shoal works, do i still have to pay the double blue when removing a blue card from had and that card's CVM becomes X? Or for example if i removed a two drop from my hand do i get to cast the spell without paying the double blue and it'll counter a spell with CVM of two?

You exile a blue card instead of paying the cost, so it's essentially a modern legal Force of Will.

If you exile a Cryptic Command, then X=4. If you exile a Remand, X=2.

Ah okay so I don't pay the double blue at all unless I need to hard cast it. Cheers :)

It's worth noting that you don't actually derive the value of X from the CMC (not sure what CVM means) of the discarded card. When you cast a spell with an X value, you declare the value of X and then calculate costs based on that value. So you would be able to say "I cast Disrupting Shoal for X=4, and I choose to pay the alternate cost by discarding [card with CMC 4]."
