how do Grand Abolisher and Vexing Shusher interact with each other?

Here's the situation:

Player A has Grand Abolisher on the field. Player B has Vexing Shusher on his side of the field.

it's player A's turn. During this turn player B want to cast a spell (instant) and use the shusher to make it resolve.

The way I see it player B was at fault here. The abolisher prevents him from ever even playing that spell. So there is no target for the shusher to interact with that card in any way. Just wanted some confirmation on this.

Grand Abolisher prevents Player B from ever casting a spell or activating Vexing Shusher's ability.

Further, Vexing Shusher's ability would be useless. Grand Abolisher doesn't counter anything. It just prevents players from taking certain actions.
