Ground Seal interaction?

Ground Seal says "Cards in graveyards can't be the targets of spells or abilities."
Can I still cast Praetor's Counsel which says "Return all cards from your graveyard to your hand." as the spell does not target a specific card?

Yes.
A card only has (a) target(s) if the word "target" appears in its rules text.
Ground Seal stops things like Eternal Witness and Deathrite Shaman, because they require targets.
Praetor's Counsel has an effect on all cards in your graveyard. It doesn't require targets, so Ground Seal does nothing against it.
