Ghost Council of Orzhova as a commander

If i use the ability of Ghost Council of Orzhova to exlie it i can choose to put it in my command zone instead. To my knowledge it will also return from the command zone to the battlefield with its effect. Is that correct?

And, as i technically didn't cast it, will the command tax increase every time i do that or not?

If a commander would go into any zone except the stack or battlefield you may put it into the command zone instead. You are able to put Ghost Council of Orzhova onto the battlefield from the command zone after using it's own ability provided it hasn't changed zones since leaving the battlefield. (No exiling it, casting it, it getting Murder ed, and then returning it.)

Commander tax is multiplied by the amount of times your commander has been cast this game. If it is returned to the battlefield from its own ability it was not cast and commander tax will not go up.

Slight correction to Gidgetimer's second paragraph: commander tax is calculated off of the number of times you've previously cast your commander from the command zone during the game so far. Commander tax does not go up if you cast it from other zones such as your hand.
