Garruk Relentless  Flip

I have a question about this card and all flip cards...what is their CMC? like if my opponent flips his garruk can I then Abrupt Decay ? Do the cards keep their CMC or does it go to 0 once flipped?

I will start by saying that I am 99% percent sure of this:

tl;dr: You cannot decay Garruk.

You cannot cast Garruk, the Veil-Cursed in any way, and you cannot have it on the field, except by flipping it. The card is one and the same and just the fact that there are no mana symbols on the top does not mean it has no CMC. Simply, the card has 1 CMC for both faces.

"Flip cards" are from Kamigawa, like Jushi Apprentice . The cards from Innistrad you're referring to are "Double-Face cards".

Besides that, you're correct in your assumption: they don't have a CMC. A double-faced card has the characteristics of whichever side is up. As you noticed, they don't have any mana symbols in the upper-right corner in their "flipped" state, so they have a CMC of 0.

A card's converted mana cost is the sum of all the mana symbols in the upper-right corner (or running down the left side for cards in "future-shifted" frames). Garruk, the Veil-Cursed  Flip doesn't have any mana symbols up there, so his CMC is 0, making him a legal target for Abrupt Decay .
