Garruk relentless damage dealing?

How exactly does Garruk Relentless  Flip damage dealing ability work? I am under the impression that if a creature with counters is targeted, then those counters on its power would be what was dealt to garruk, however i was wondering if perhaps this was wrong and that it meant base power. It doesn't specify on the card so it makes it a bit of an issue to overall gameplay.

When an effect just says "power" instead of "base power", that always means it's talking about a creature's current total power. The current Oracle text for Garruk Relentless just says "power". As of right now, the only cards in the game that specify "base power" are ones with an effect that sets a creature's base P/T to specific values.
