Fblthp + proteus staff question

I keep looking online for an answer to my question regarding the Fblthp, the Lost and Proteus Staff combo. However, I'm only finding Q&A's about the reordering the deck part which I understand.
But my questions is this: When Fblthp becomes the target he is shuffled into the deck at random. Proteus staff says "target creature is put on the bottom". The combo relies on Fblthp going to the bottom. But WHY does Fblthp go to the bottom instead of being shuffled in at random first? As soon as he's the target he should shuffle in the deck immediately before proteus staff's ability can resolve, correct? Is it some weird situation where you can decide the order it happens?

I'm not sure what the combo is, but the reason Fblthp goes to the bottom is that his triggered ability only happens when he's the target of a spell. Proteus Staff 's mana cost ability is an activated ability, so it doesn't trigger the effect. Cheers!
