Expertise counter

If you play Baral's Expertise and your opponent counters it with something like Negate, do you still get to cast the free card?

Also, same situation, can you use the free spell to cast a counter spell against Negate?

No. Baral's Expertise is one spell with two effects. If Baral's Expertise is countered, neither of its effects occur.

For your purposes, I think the second question is irrelevant in that context.
