Exile vs Sacrifice vs Dies: Which takes priority?

If I bring something back with Kheru Lich Lord and then try to sacrifice it with Kheru Bloodsucker, does the +1/+1 counter ability stikl go off? Does the life gain/loss ability still go off?

"Dies" means "is put into a graveyard from the battlefield". If you sacrifice a creature, it would normally go to the graveyard, but the Kheru Lich Lord will cause it to be exiled instead. Since it never goes to the graveyard, "dies" triggers, such as the Kheru Bloodsucker's, will not trigger.

Drilnoth answered the second half of your question, But I will answer the first half and then restate the second half so that there is a complete answer.

Kheru Bloodsucker's 1/1 counter ability requires you to sacrifice a creature as part of the cost. When paying the cost of an ability the game only looks at what the players did, not the end result of the action. As such you can sacrifice a creature that was brought back with Kheru Lich Lord.

"Dies" means "is put into a graveyard from the battlefield". Kheru Lich Lord causes the creature to be exiled instead of going to the graveyard when sacrificed. Since it never goes to the graveyard it never "died" and Kheru Bloodsucker's drain ability will not trigger
