If Drana, Liberator of Malakir gets double strike does she add 2 +1/+1 counters on to all other attacking creatures; 1 for first strike and another for regular combat damage?

Yes. Double strike means that the creature deals combat damage twice, once in each of two different damage phases. In the first strike damage phase Drana, Liberator of Malakir will deal damage and attacking creatures will get a +1/+1 counter (assuming she isn't blocked), and then in the regular combat damage phase she and all other attacking creatures will deal damage and all attacking creatures will get another counter. However, the second counter will not add to damage being dealt this turn, because the effect triggers after damage is dealt

Yes, that is correct. Her ability triggers every time she deals combat damage, so each other creature will get 2 +1/+1 counters. Keep in mind, though, The second hit from double strike happens in the regular combat damage step, along with all your other creatures. So the second +1/+1 counter will not be applied to the damage dealt in that combat step.
