Does Zirda, the Dawnwaker lower the activated ability of Sanctuary Lockdown to 0 mana?

This happened on MTGA. I have Zirda, the Dawnwaker and Sanctuary Lockdown plus a bunch of humans in play. I thought that with Zirda, the Dawnwaker, I have to pay 1 mana and tap 2 untapped humans to activate Sanctuary Lockdown's ability. Instead, I was not prompted to pay any mana at all, just have to tap 2 untapped humans and Sanctuary Lockdown's ability was activated.

This would appear to be a bug. Zirda states that it can't reduce the mana in a cost to less than one mana. You still need to pay and tap two untapped creatures to activate Sanctuary Lockdown.

I felt sorry for my opponent then. For 5 turns I was stopping their creatures from attacking without tapping additional mana while I was able to add to the board with discounted General's Enforcer's ability.
