Does Zirda see activated abilities in the graveyard or exile?

Does Zirda, the Dawnwaker reduce the activated ability of Torrent Elemental while it is in exile? Or any activated abilities that are in the graveyard or exile as long as the activated ability refers to the ability being activated from one if the two mentioned zones?

Zirda sees all abilities "you activate". So it definitely sees Torrent Elemental in exile. The way Zirda is worden, it should even reduce your cost for an opposing Knight of the Holy Nimbus .
