Does Urborg affects lands that are not on battlefield?

Does Urborg, Tomb of Yawgmoth affects lands in, for example, library?

Can I search for Plains with Liliana of the Dark Realms first ability with Urborg, Tomb of Yawgmoth in play?

No. Urborg only effects lands that are on the battlefield.

If a card effects other zones of the game it will usually say so, like Painter's Servant .

BboyGeologic is correct. Here is the pertinent rule:

403.2 A spell or ability affects and checks only the battlefield unless it specifically mentions a player or another zone.
