Does the fight effect count as combat damage?

I was wondering how a card which causes creatures to fight, like Prey Upon , would effect a creature with an card:Inquisitor's Flail equipped. The flail specifies that only incoming and outgoing combat damage is doubled. Does that include fight damage?

Damage only counts as combat damage if it is dealt by an attacking or blocking creature during the combat step. Many other effects, like the fight mechanic, cause creatures to deal damage, but this is not combat damage.
