Does Saheeli Rai's clone ability copy buffs or other effects on the target?

Let's say I have a Stormchaser Mage on the battlefield and I cast Borrowed Hostility on it (choosing to give it +3 power) The mage gets a prowess trigger and the buff, and is now a 5/4. If I then use Saheeli Rai's -2 and create a copy of the Stormchaser Mage do I get a 5/4 or the 1/3 that the mage is normally?

Other case: if I use the ability to clone a Thing in the Ice  Flip with one ice counter left on it, does the clone have one ice counter or 4? I'm copying the creature, but Thing in the Ice  Flip states that it enters with 4 ice counters on it.

The copy that enters the battlefield is a new version of the exact same creature, so your Stormchaser Mage will enter as a 1/3 flying, haste, prowess. That creature was not on the field to get any triggers from the cast of Borrowed Hostility, and so will just be a 1/3. However, if you reverse the order of you abilities, and create the token first, you will have a 5/4 and a 2/4. The same thing applies to Thing in the Ice  Flip. The card states specifically that it will enter with 4 ice counters on it, so your token copy will have that text and will enter the field with 4 ice counters.

Basically put, any copy that enters the battlefield can be treated as though you cast another card of the exact same creature, minus any triggers for casting a spell, and does not get any counters or buffs from the creature it copied.

When copying an object, the copy acquires the copiable values of the original object's characteristics and, for an object on the stack, choices made when casting or activating it (mode, targets, the value of X, whether it was kicked, how it will affect multiple targets, and so on). The copiable values are the values derived from the text printed on the object (that text being name, mana cost, color indicator, card type, subtype, supertype, rules text, power, toughness, and/or loyalty), as modified by other copy effects, by its face-down status, and by as . . . enters the battlefield and as . . . is turned face up abilities that set power and toughness (and may also set additional characteristics). Other effects (including type-changing and text-changing effects), status, and counters are not copied.
