Does Rakdos make “Playing” cards cheaper

Say I had Reaper from the Abyss exiled with Theater of Horrors and had Rakdos, Lord of Riots on the field after having done at least 3 total damage to opponents’. Since Rakdos explicitly states “cast”, does he still make reaper from the Abyss cheaper when Theater of Horrors states “play”?

"play" is basically the same as "cast", except that it can also include lands. this is important because lands cannot be "cast". this lets Theater of Horrors put lands into play as well, whereas if it said "cast" instead of "play", it would not be able to. but as far as spells (specifically creature spells in this scenario) are concerned, "play" is identical to "cast".

and for the sake of being thorough, i'll also mention that "put into play" is not the same as "cast"

Yes, that works. "Play" means "play it if it's a land and cast it if it's a spell". Theater of Horrors lets you play lands and cast spells exiled with it. Rakdos, Lord of Riots will reduce the total cost you have to pay to cast those spells.
