Does proliferate effect errata, the silencer’s exile counters?

Would a proliferate effect such as Steady Progress or Inexorable Tide effect Etrata, the Silencer ’s exile counters?

Proliferate only works with counters on "permanents and/or players". A permanent is defined as "a card or token on the battlefield . . . and it stops being a permanent as it's moved to another zone by an effect or rule." (Rule 110.1).

Because the cards exiled by Etrata, the Silencer are not permanents, Proliferate cannot interact with these exiled cards.

Thanks! That’s what I was assuming since it’s no longer in play. Someone was saying otherwise, just wanted some clarity.
