Does No Mercy target?

Can it hit creatures with protection/hexproof/shroud?

No Mercy doesn't have the word "target" anywhere in its text, so it's not a targeted effect; it destroys almost every creature that hits you. Creatures that can survive No Mercy might have regnerate like Ancient Silverback or indestructible like Seraph of the Suns.

Protection from N means

1. Cannot be damaged by N

2. Cannot be equipped or enchanted with N

3. Cannot be blocked by N

4. Cannot be targeted by N

No Mercy doesn't damage, equip, enchant, block, or target anything, so Protection doesn't apply. Progenitus and, to put in another example, Azorius First-Wing, will both be destroyed by No Mercy when they deal damage.
