does grazing kelpie, melira and phyrexian altar go infinite?

here's the basic combo idea:

Grazing Kelpie + Melira, Sylvok Outcast + Phyrexian Altar

Does this go infinite with kelpie's effect or not? from what I understand activating kelpie's ability restricts him from being used on Phyrexian Altar so kelpie comes back endlessly because of Melira but you only get the effect so long as you have mana. am I right or am I missing something?

You're right that if you activate the Kelpie's ability you won't be able to activate the Altar's ability - you can only sacrifice a creature as a cost once.

You can still go infinite though, by sacrificing the Kelpie to the Altar to produce arbitrarily high amounts of mana, and then sacrificing the Kelpie as many times as you want to put all of a graveyard into the bottoms of libraries (although once there aren't any cards in the library, you won't be able to activate this ability). You'll then have arbitrarily large amounts of mana left to do with what you want.
