Does every player discard at the cleanup step?

So during my opponents turn in a game I had 10 cards in hand and a Thought Vessel on the field. My opponent then destroyed my Thought Vessel, so would I then need to discard down to 7 during his cleanup step or would I only have to do it during mine?

You would wait until your turn. It's just the active player (the player whose turn it is) who has to discard down to their max hand size during the cleanup step.
