Does Bloodsoaked Champion raid in as an instant?

Can I activate Bloodsoaked Champion's raid as an instant as soon as I have declared an attack? For example: if I sacrifice Bloodsoaked Champion to a Butcher of the Horde for vigilance and then declare an attack, can I then pay 1B to raid the Champion back in and re-sacrifice him to the Butcher for lifelink anytime during the combat phase?

I use this exact situation in my Purphoros deck so the Champion can hit the deck a couple of times. I pair it with Impact Tremors, Outpost Siege, and Atheros to make a pretty fun cycle.

Yes, it's possible to do that. In general, you may activate activated abilities whenever you have priority and could cast an instant, unless additional restrictions apply.
